Cables of varying kinds and new poles

I live in the older part of Ho Chi Minh and all the wires, cables etc go over head. frequently little men are scurrying up poles and ladders and stringing out more cable. Sometimes the man laying out the cable moves along hand over hand down the line, with his feet locked in the ladder, and his mate on the ground walks the ladder along.  I have been told that this cable is ADSL, ethernet, for internet and broad band. Whatever its purpose there is alot of it strung out between poles and more being strung up on a daily basis. Transformer type poles at a street corner look messy with cables looped in all directions.




Of late the stringing has been happening down Dein Bein Phu, one of the main arterials on my walk home from school. Tonight imagine my shock to find 2 new poles in the middle of the pavement, carrying the cable load. These are not the normal wooden type poles concreted into the ground, but rather 2 metal poles, sitting on a pile of bricks, with the cable strung across a drive way. One can speculate as to why.
1. Perhaps the cable got too heavy in the heat, hanging down too far the the vehicles using the drive way  couldn't get in or our saftely
2. Perhaps its an indication where to put 2 more permanent poles
3. Perhaps its the permanent fix.
Who would know.
