I've been walking around the city over the weekend and have spotted new signage. I knew about 24/7, but 24/24. That's a new one on me. Out side empty sections you often find some enterprising person or people set up a small motor bike park, and charge accordingly for parking your bike. The standard fee for a bike park is between 2 and 5,000 VND, about 4 to 10 cents NZ. In most proper parking places the fee includes a "parking ticket" and a uniformed security person who does watch over your bike and helmet. In the empty section park the person sits on a chair, collects money and does keep a watch eye on your bike, but you have no come back. He is not a uniformed registered guard. However the fly by nighter wouldn't want you to call the police so they do take care of the bikes, and its an income, all be it a small one.
