Building site construction begins again

Suddenly the road frontage of the building site below my apartment has been spruced up. A concrete pad has been poured, the footpath holes have been concreted over and the land generally leveled. Along the huge fence have appeared very expensive  looking signage of very expensive looking buildings, I gather associated with  the new construction firm that has taken over the site. Rumour had it that the first company,  building what was rumored to be police buildings, has gone bust. Rumors are rife as you can tell. 

Work has once again started on the new site. A great deal of reinforcing rods are being assembled and placed. While work at the moment is in daylight hours, the biggest improvement of all is in safety practices. Everyone on site is wearing a fluro safety vest and hard shoes, or shoes at least with a covered toe. There are even a sprinkling of hard hats. The site iskept immaculately neat and tidy, surfaces continually brushed and swept. 

Under Vietnamese law construction can only take place during daylight hours not that this is ever adhered to, or policed. In order to  work at night, the law requires the  construction manager to notify the neighbors 48 hours in advance of any night work. Of course the  concrete trucks can't enter the city until 9 pm and must leave by 6 am so concrete pours take place in nocturnal hours. Fun times ahead me thinks. 

This is in total contract to a new restaurant that is being built on the corner adjacent. The little roofing man was laying the titles of the roof line on floors 2 and 3 above the window. Safety gear was strangely absent, until he began work right out on the outer row. Then and only then did he put on a rudimentary safety harness, a rope around his waist!
